What Is Low Voltage Rescue Training?

Low voltage (LV) rescue training equips workers to safely extract a colleague from contact with a live low-voltage electrical panel, and to immediately follow that rescue with CPR if the person is unresponsive or not breathing.

The two units delivered together form the complete emergency response chain:

UETDRMP018 Perform Rescue from a Live LV Panel covers:

  • Identifying live LV hazards — panels, switchboards, and enclosed apparatus

  • Assessing the scene without becoming a second casualty

  • Non-contact extraction techniques from live LV equipment

  • The critical principle: the rescuer must never contact the live source during intervention

  • Scope: live LV panels and switchboards only — this unit does not extend to overhead lines or underground cables, which require separate qualifications

HLTAID009 Provide Cardiopulmonary Resuscitation covers:

  • Chest compressions and rescue breathing aligned with current Australian Resuscitation Council (ARC) guidelines

  • Automated external defibrillator (AED) awareness

  • Electrocution-specific first aid — post-rescue patient management, secondary cardiac arrest risk, and delayed injury presentation

  • Emergency notification obligations under the WHS Act 2020 (WA)

The CPR unit must be delivered in line with ARC guidelines, which represent the national standard for resuscitation techniques across Australia.

Who Needs Low Voltage Rescue Training in WA?

Licensed Electricians

Under the Electricity (Licensing) Regulations 1991 (WA), as updated in October 2024, all licensed electricians in Western Australia must hold current CPR certification approved by the Director of Energy Safety. This is a statutory obligation — not just industry best practice. The Legal Framework in WA

WHS Act 2020 (WA) and LVR

Under Section 19 of the Work Health and Safety Act 2020 (WA), every Person Conducting a Business or Undertaking (PCBU) must ensure workers are trained and competent before being exposed to live electrical hazards. The duty is non-transferable — it cannot be contracted away, and a PCBU cannot rely on a worker's own verbal assurance that they are competent.
